I. Tender conditions

The construction project of this project has fulfilled relevant approval and filing procedures as required. The funds have been implemented and the conditions for tendering have been met.

II. Overview and scope of tender

The data of the secondary control pipeline currently connected to the Urumqi Sub-control Center (hereinafter referred to as the sub-control center) is uploaded to the Beijing Oil and Gas Control Center (hereinafter referred to as the North) intermediate database, and the database of the Western Pipeline Data Center is optimized and upgraded at the same time. During the period, Shuanglan and Alder Line 26 station routers and 6 force control communication servers were replaced.

The main contents are as follows: (1) Upgrade the software and hardware of the existing intermediate database (PI database) of the Western Pipeline. (2) The SCADA data of the Northern Xinjiang oil product pipeline network was included in the intermediate database of the Western Pipeline Data Center. (3) The secondary control pipeline data under the jurisdiction of the Urumqi Sub-control Center (Northern Refined Oil Pipeline) was uploaded to the Beijing Oil and Gas Control Center Intermediate Database. (4) Change the data center's first phase of the dual-lane, A-line 26 station yard routers (dual AC power supply). (5) Replacing the data center with 6 power control communication servers (dual AC power supply). Duration: 30 calendar days, with a delivery period of 15 calendar days and construction commissioning of 15 calendar days.

III. Bidder qualification requirements

1. This tender does not accept the consortium bid; 2. Has the national information system integration level 3 and above qualifications or autonomous region information system integration grade B and above qualifications; 3. Has oil and gas pipeline SCADA system integration and PI database application integration project experience; Within 3 years (after January 1, 2013), there are no less than 3 projects for SCADA system integration projects for oil and gas pipelines; 4. There is a preference for system integration experience of Beijing Oil and Gas Control Center and Western Pipeline Control Sub-center; 5. Legal representative Two or more legal persons, the parent company, a wholly-owned subsidiary company and its holding company, who are the same person, must not bid at the same time in the same goods tender.
