3. The bidder should have good bank credit and business reputation, and not be ordered to suspend business, property taken over, frozen, or bankrupted.
4. The bidder should be in good operating condition (at least two years profit in the past three years).
5. In the past 3 years, the bidder did not deceive bid winners, provide false information in bids, colluded with bids, serious breach of contract, and caused any contract to be released due to their own reasons.
6. The bidder has no major safety accident in the past 3 years, no two major safety accidents in the past 3 years, and no major safety accident in the past 1 year.
7. The person in charge of the unit is the same person or a different unit that has a controlling or management relationship and may not participate in bidding for this bid at the same time.
8. The Commonwealth does not accept bids from the Commonwealth.
