The regulations stipulate that the highest concentration percentage (by weight) of lead, mercury, hexavalent chromium, polybrominated diphenyl, and polybrominated diphenyl ether is 0.1%, and the highest concentration percentage of cadmium (by weight) is 0.01%.

The California Energy Conservation and Development Board shall adopt the minimum energy efficiency standards for general purpose lamps on or before December 31, 2008. California hopes to reduce indoor power consumption in California's indoor residential lighting by at least 50% from 2007 levels by implementing regulations and other programs and activities related to the use of lighting products. Indoor commercial and outdoor lighting will be reduced by 2018. The power consumption is at least 25% lower than the 2007 level.

According to California regulations, “general purpose lamps” refer to indoor houses, indoor commercial buildings, and outdoor lighting, light bulbs, lamps, or other electrical devices.
